The Offices of Grant and Contract Administration (GCA) and Grant and Contract Financial Administration (GCFA), under the direction of the Office of Research Administration (ORA), provides assistance to faculty and staff in obtaining and managing sponsored awards that support scholarly activities. GCA is charged with reviewing and approving proposals submitted to all sponsors, for interpreting, negotiating, and accepting grants and contracts for sponsored projects funded by federal and state agencies, foundations and other public and private sources, and provides guidance to assure proper stewardship of funds that are received. GCA also prepares and negotiates subawards for collaborative research. GCFA works closely with faculty and business office staff to ensure financial compliance and proper accounting of externally sponsored funds. GCFA’s responsibilities include financial reporting and closeout, effort reporting, and development of the facilities and administrative cost rate.
Effective December 26, 2014, all new federal funding will be subject to OMB Circular A-81: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, eliminating OMB Circulars A-21, A-110, and A-133. As Yale prepares for this new Guidance affecting the administration of federal awards, the Office of Grant and Contract Administration has created a webpage in support of the upcoming changes affecting federal awards. In addition, Brown Bags sessions discussing the upcoming changes will be announced in the coming weeks.
